1. Introduction, apologies and substitutions

2. New petitions
2.1P-04-426 Introduce a mandatory 40mph speed limit on the A487 at Blaenporth Ceredigion
The Committee considered this petition for the first time and agreed to:
Write to the Minister for Local Government and Communities to seek his views on this petition; and
Write to the Local Authority and Dyfed Powys Police about road safety on the A487.
2.2P-04-427 A new Welsh language law for Wales
The Committee considered this petition for the first time and agreed to write to the Minister for Education and Skills and the Minister for Business, Economy and Transport to seek their views on the petition.
2.3P-04-428 Alternative energy for street lighting
The Committee considered this petition for the first time and agreed to:
Write to the Minister for Local Government and Communities and the Minister for Environment and Sustainable Development to seek their views on the petition; and
Undertake a piece of work on the petition, including gathering evidence from Local Authorities that had introduced alternative energy street lighting.
3. Updates to previous petitions
3.1P-04-403 Saving Plas Cwrt yn Dre/Old Parliament
The Committee considered correspondence relating to this petition and agreed to seek further details from the Minister on the information gained during the grading re-evaluation exercise and on the progress of workshops being held by the Welsh Government on the forthcoming Heritage Protection Bill.
3.2P-03-273 Transportation of Wind Turbines in Mid Wales
The Committee considered this petition and agreed to close the petition, given that:
The broader issue had been addressed by the Environment and Sustainability Committee’s Report on Energy Planning and Policy in Wales, which had been published in June 2012; and
The petitioner had not responded to a request for further comments on the issue.
3.3P-04-344 Freshwater East Public Sewer
The Committee considered this petition and agreed that it would return to the issue when further information was available from the Environment Agency Wales on the conclusions of the report and recommendations made for the next steps in the s101a determination process.
3.4P-04-326 No to Incineration
The Committee considered this petition and agreed to close the petition, given that:
The broader issue had been addressed by the Environment and Sustainability Committee’s Report on Energy Planning and Policy in Wales, which had been published in June 2012; and
The Petitions Committee would soon publish a report on petition P-04-341 relating to Waste and Incineration.
The Committee agreed that the petitioners should be notified once that report is published.
3.5P-03-309 Cardiff Against the Incinerator
The Committee considered correspondence relating to this petition and agreed to close the petition, given that:
The Minister, in correspondence to the Committee, had addressed the issue of whether the planning process had been followed correctly; and
The Petitions Committee would soon publish a report on petition P-04-341 relating to Waste and Incineration.
The Committee agreed that the petitioners should be notified once that report is published.
3.6P-04-351 Recall LDPs
The Committee considered correspondence relating to this petition and agreed to close the petition, given that the Minister had addressed the issue of whether or not LDPs could be recalled once they had been introduced.
3.7P-04-398 Campaign for a Welsh Animal Offenders Register
The Committee considered correspondence in relation to this petition. The Committee agreed to undertake further work on this issue to include:
Write to the Association of Chief Police Officers to seek their views on the issues raised by the petition; and
Request a legal briefing on issues relating to the establishment of an Animal Offenders Register.
3.8P-04-396 Emergency Life Support Skills (ELS) for Wales Schoolchildren
The Committee considered correspondence in relation to this petition and agreed to:
Write to the Children and Young People Committee asking if they would consider undertaking further work on the issues raised by the petition; and
Write to the Children’s Commissioner on the issues raised in the petition.
3.9P-03-318 Cross Border Maternity Services
The Committee considered this petition and agreed to close the petition, given that it felt it had progressed the issue as far as it could and had contacted the petitioner to seek further suggestions, but had not received a response.
3.10 P-04-400 NICE Quality Standard in Mental Health
The Committee considered correspondence in relation to this petition and agreed to write to the Minister for Health and Social Services highlighting concerns raised in further supporting information provided by the petitioners.
3.11 P-04-373 School Exclusion Zones for Mobile Hot Food Vans
The Committee considered correspondence in relation to this petition and agreed to write to the Minister to ask him to notify the Committee when policies related to the petition are introduced.
3.12 P-04-370 Petition for the improvement of Psychic and Intuitive services in Wales
The Committee considered correspondence in relation to this petition and agreed to:
Write to the Welsh Heads of Trading Standards, asking them if they are aware of any such problems in their area, and to advise their members to be mindful of this issue and to be alert to it within their own constituencies; and
Write to the WLGA, to bring this issue to its attention.
3.13 P-04-380 Bring back our bus! Petition against the removal of scheduled bus services from east Lampeter, Cwmann & Pencarreg
The Committee considered correspondence in relation to this petition and agreed to:
Write to Ceredigion County Council seeking more details on the Statutory Quality Bus Partnership Scheme and whether this will address the issues raised by the petition; and
Share the petitioners’ feedback on Bwcabus scheme with the Minister.
3.14 P-04-402 Council Prayers
The Committee considered correspondence in relation to this petition and agreed to write to the WLGA, One Voice Wales and National Parks Wales asking for their views on the issues raised by the petition.
